OPERATING CODE

  1. Each official registered with New York State must pass the NFHS on-line exam (Part 1 or Part 2 as determined by the board) with a grade as stipulated by the State or the Board, whichever is higher. The exam must be taken and passed prior to their first high school officiating assignment of the season.
  2. Failure to pass the NYS exam will require the official to be "on probation" until said test is passed. (If a second test is available, the official will have to take and pass that exam.) The board of directors will decide if the official can officiate when the failure occurs, and at what level. (i.e.: if a varsity official, the board could decide to allow only JV games to be worked until a successful score for the varsity level is achieved.)

    Penalty: loss of rating and/or removal from active roster

  3. Rating Requirements:
    1. VARSITY: an official who has paid his/her annual dues, attended all required clinics and meetings, and has received a score on the National Federation online test of at least an 90.
    2. JUNIOR VARSITY: an official who has paid his/her annual dues, attended all required clinics and meetings, and has received a score on the National Federation online test of at least a 90 (85 for first-year officials). This classification automatically includes any official with less than two years experience in the organization, unless waived by the board of directors.
    3. If rating forms are in use officials will be responsible to have approved rating forms filled in and sent to the chairman in a timely fashion.
  4. General Procedures and Regulations
    1. There shall be no modification of any rule used by the New York State organization by any official.
    2. An official should not officiate any girl's high school game that does not involve one of the sanctioned section 2 schools the CDBWSO services and has not been properly assigned by the CDBWSO assignor.
      Penalties: 1st offense: written warning
      2nd offense: 1/2 game fee
      3rd offense: forfeiture of all games assigned and/or removal from the organization.
    3. All assignments are to go through the assignor. NO SWITCHES ARE TO BE MADE BETWEEN OFFICIALS -- unless the assignor has given prior approval. Officials are expected to notify the assignor of any time they cannot meet an assignment as early as possible.
      Penalties: 1st offense: written warning
      2nd offense: 1/2 game fee
      3rd offense: forfeiture of all games assigned and/or removal from the organization.
    4. No official may turn back a scheduled assignment to take a more beneficial assignment, either in terms of a higher level of game, more money, more convenient travel conditions or personal preference.
    5. Each official shall wear the uniform as set by the board of directors in accordance with these standards:
      1. New York State registered officials shall wear the uniform as set forth by New York State Certified Officials of Soccer. Currently it is:
        1. Officials on a contest must be in the same uniform colors and sleeve lengths at all times.
        2. If wearing short sleeves, no undergarments should be visible beyond the sleeve cuff. When wearing apparel for warmth, the apparel must be worn under the uniform shirt.
        3. The NISOA gold grid pattern shirt is the primary NYSCOS uniform. Other grid pattern colors are acceptable -- as long as you match your partner -- (this includes length of sleeve). Officials are to look as professional as possible at all times when representing CDBWSO.
        4. In the CDBWSO, all officials MUST have at least one gold grid shirt with black collar. Sock stripes must match the shirt color. The only exception occurs when officials are assigned to multiple games that require different colored shirts. In this case, officials may wear black socks with white stripes.

        7. Black shoes and black socks with three colored stripes that match the shirt color on the top.
      Penalties: 1st offense: written warning
      2nd offense: 1/2 game fee
      3rd offense: forfeiture of all games assigned and/or removal from the organization.
    6. An official should arrive at the playing site no less than 20 minutes before the game. Officials should be sure of date, time, place and level of contest. Meeting in the parking lot 30 minutes before game time is preferred so that officials can be on the field together about 20 minutes before game time.
    7. In the event of an emergency, the official should contact the assignor as soon as possible. If the emergency occurs en-route to the contest, every effort should be made to apprise the host school of the situation. It is highly recommended that officials keep a copy of the official's roster in their car so that contact can be made with a partner concerning your delay in arriving.
    8. Under no circumstances should an official attempt to hurry a contest in any way. It is also expected that an official who accepts an assignment will stay for the entire contest. (If an official has a personal commitment that would keep them from complying with this, they should not accept the assignment.)
      Penalties: 1st offense: 1/2 game fee
      2rd offense: forfeiture of all games assigned and/or removal from the organization.
    9. All meetings are mandatory. The attendance keeper, or his/her designee, must be notified at least 24 hours in advance before any meeting with legitimate reasons if an official cannot attend a meeting.
      Penalties: per offense: $25 fine
      No member who misses more than one mandatory meeting, regardless of excuse, may officiate in the post-season without explicit permission from the Board of Directors.
    10. All officials are expected to do a maximum of TWO scrimmages (or the equivalent) before each season officially begins.
      Penalty: loss of rating and/or removal from active roster and/or a $30 fine as determined by the board of directors
    11. All officials must confirm all contests with their partner and the school -- 48 HOURS BEFORE THE GAME. (Monday games should be confirmed with school by Thursday the week before.)
      Penalty: The official faces a $30 fine in addition to any other fines that may result due to problems created from the failure to confirm
    12. At this time, every official gets a travel allowance for every game assigned. An official cannot claim the travel allowance for the second contest if the games are held at the same site. The travel allowance is listed on the Fees page.
      Penalty: Any attempt to claim unwarranted mileage money will result in a $30 fine
    13. The home school is responsible for notifying assigned officials if weather conditions will cause a cancellation. In the event of impending inclement weather-- the official should reconfirm by telephone just prior to leaving for the contest.
    14. If an official arrives at a contest site without receiving notification of the cancellation -- and has confirmed the game -- the official is entitled to 1/2 of the contract fee.
    15. If contest is started and then prematurely terminated due to weather-- the assigned officials shall receive the full contract fee.
  5. Reporting Misconduct and Injuries
    1. Officials must complete and submit a form from the web site for misconduct (red and yellow cards) and serious injuries within 24 hours.
    2. Reports filed on the web site are submitted to the proper authorities automatically.
  6. Payment of Fines
    1. Any official who has been deemed to have violated the CDBWSO operating code and thereby owes a fine must make said payment to the fine collector within seven (7) days of receiving notification of the fine. If payment is not made in that time, the official faces suspension until said payments are made.
    2. If the official disagrees with the fine/penalty, he/she must notify the fine collector within the same seven (7) day period that he/she would like to appeal the fine. This appeal request must be made in writing (e-mail) and provide the reason(s) why the appeal should be granted. Payment of the fine is required at the time of the appeal. The board will meet to determine the disposition of the appeal, and the fine will be refunded if the appeal is upheld.
